Assuming you are talking about allowing root to log in directly via
telnet, you probably don't really want to do this.  The usual way of
accomplishing this is to have normal users who are trusted with access to
the root account.  These users log in as themselves and then use the "su"
command to become root.  To tell the system that a user should be allowed
to su to root, add their username to the "wheel" group in /etc/group.
