No, X11 is, (I think) considered a 3rd party application.  Therefore,
it's not going to be updated with a make world.  (Regardless of
whether I'm right or not about it being a 3rd party app, it's not
updated with make world.)
Upgrading the machine to a newer release will not upgrade X.
