Hello O. Hartmann, I have the latest ProFTPd running (built from ports) on FreeBSD 4.3-Stable, and it works perfectly, bandwidth throttling works just fine too accordingly to the configuration file. I suggest you refer to the official proftpd website and forums to find help.
