Dear Port Managers,

It looks like we need a procedure for handling port changes that
are submitted via PR but need a repo-copy. I'm reluctant to do any
repocopies that aren't backed by an active committer for fear of
the change being made but no-one getting back to the PR to finish
it off.

Do you have any suggestions?
