Hmm.  Maybe the hooks to enable/disable PCI interrupt sources aren't working?
If they don't, then teh first PCI interrupt you get will result in teh machine
being pounded with an infinite number of PCI interrupts and effectively halting
the machine.  The code in question to check are the cia_enable_intr() and
cia_disable_intr() in sys/alpha/pci/cia.c.  FWIW, I still use an old loader
from before the PnP stuff on my alpha.
