I've been trying to update two machines running 4.5-stable to
4.6-stable and they have failed trying to install a new make
early on because they think the installed make is too old:

 Upgrading the installed make
--------------------------------------------------------------
...
install -c -s -o root -g wheel -m 555   make /usr/bin
install: /usr/bin/make: Text file busy
*** Error code 71

Stop in /usr/src/usr.bin/make.
*** Error code 1
