The current version is 16.1h. You should be able to grab a package and 
install it. If you have a negotiation problem, your version is so old 
that the date assigned to the downloaded stuff will bogus. That is why 
they fail the negotiation.

This isn't a documentation problem and you should ask questions like 
this on freebsd-questions@freebsd.org
