'mkfs' is not a freebsd utility - at least not that I know of.  'newfs'
is the FreeBSD utility for creating new filesystems.  However, 'newfs'
creates ufs filesystems.  Take a look at e2fsprogs in the ports
collection if you need to make ext2 filesystems.
