I finally discovered the problem.  I replaced the ATA/100 ribbon 
cable I had attached to the drive with a very nice shielded round[1]
ATA/100 cable and the drive went into UDMA100 mode correctly.  It
looks like my previous cable was crap.  Live and learn I guess.
