Just a note, I think you will find some useful preliminary work already done.
IIRC, Dag-Erling has written some code that he uses on his irc servers for
udp/smurf attacks.  Search the -hackers(?) list from early September to find
the links if they're not somewhere on his contributor page.  IRC servers
experience this stuff all the time from script-kiddies battling for channels
or nicks.
