Without making any comment on the rest of your message...

svn uses its own internal diff library and, as far as I know, doesn't
require any installed diff utility at all.  At one point, there *was* a
dependency on an external diff program but that hasn't been the case for
awhile.  (I removed the port dependency about four months ago.)
