If the gnats-3.113.1 port is installed, its 'send-pr' doesn't absorb the 
configuration of the "system" version of send-pr, so 'send-pr' just appears
to break with a message that it cannot find '/usr/local/share/gnats/freebsd'.


>How-To-Repeat:

Install gnats-3.1113.1. Run 'send-pr'. 

>Fix:

Getting a category list and saving it as '/usr/local/share/gnats/freebsd'
seems to restore it to partial sanity. I'm not sure what else needs to be
done, though.
