In the past, the RSARef was export-restricted from the USA. There
are certainly some crytographic libraries which would fail to
install (namely librsa) if you didn't specifically specify that
you were not a USA resident.

RSA's patent has expired, however, and as I look through the Makefiles,
this is probably not your issue.
