if /etc/ports.conf is read in by "bsd.ports.mk"
it is already to late.
Most port makefile I have seen, read the knobs and vars before they
include "bsd.ports.mk", so they won't detect any setting that is
made in there.

eg:
USA_RESIDENT=NO
