If you change the port number in IE to 80, does it
see the web server? (bepassing Squid).

If it does then Squid maybe OK but your ip filtering 
or forwarding is not setup properly.

Are you using an up-stream ISP or just running a local 
Web Server? What port is it set to?

Also, have you looked at this page?
