mergemaster is a tool for updating the plethora of config files and scripts that
need cared for when you upgrade a FreeBSD system.  It's part of FreeBSD, and
since sendmail is part of the base install, mergemaster takes care of keeping
sendmail's files up to data as well.
If you've cvsupped, made world, recently, you should follow that up with a
mergemaster (see "man mergemaster")  Also see the docs on upgrading in the
handbook.
If you haven't done an upgrade recently, then this probably isn't your problem,
It's just that the version complaints seem to indicate an upgrade mistake.
