Bug 206514: ports-mgmt/pkg pkg-updating meaningless on systems using only p=
kg
https://bugs.freebsd.org/bugzilla/show_bug.cgi?id=3D206514

--- Description ---
# pkg updating
pkg: Unable to open: /usr/ports/UPDATING

UPDATING should be stored in the repo database from which pkg is operating
against and use that.

1. The local copy may be mismatched with respect to the repo, in which case
it's misleading.
2. A user who has never used ports simply won't have /usr/ports/UPDATING.
