That is only the code under src/sys/ in the source tree, pkg_add and 
friends are under src/usr.sbin/pkg_install/.

I don't know if the code in src/usr.sbin/ is browsable online, there 
is probably a CVS web somewhere, but checking it out with cvsup is well 
documented in the handbook.
