This isn't about where files are going. This is about where the tide
build process is going to look for the t3x files it needs. If I want to
build and install into PREFIX=/opt/tide, the build shouldn't assume that
my t3x files are in /opt/tide/t3x/r8.

Use ${PREFIX} when you're going to install something; use ${LOCALBASE}
and ${X11BASE} when you're referencing something else.
