Running a full mirror here (ftp9/ftp.cerias.purdue.edu) as well.

Spegla appears to be a reasonable choice, works well enough for me.

I've been considering setting up a rsync server here, if ftp3 doesn't want
to I would consider setting one up for limited access here.

To be truthful spegla is immensely better at mirroring large sites than
mirror.pl. mirror.pl is slow and a big fat resource hog. I would recommend
you take a close look at it for mirroring FreeBSD.
