I don't know about a pure IDE for cc, but a few ports may be
interesting:

KDE/Qt development  : /usr/ports/devel/kdevelop
GNOME/Gtk+ RAD tool : /usr/ports/devel/glade2
Graphical Debugger  : /usr/ports/devel/ddd

And of course (though you have to get used to it,
but when you have, you'll LOVE it)...    [:-)]

Emacs               :  /usr/ports/editors/emacs21/
