I'll bet they are in his .cf file.... :-)

He wrote them (or copied them, or...). The "LOCAL_RULESETS" directive in
the .mc file is how you create new ("local") rulesets for inclusion in
the .cf file (without mucking with the .cf file after it's created from
the .mc file -- or making your own .m4 files).
