Synopsis: New port: net/vicq-devel : ICQ client with v7 protocol support

State-Changed-Why:
Do we really need a devel port? The distfile isn't versioned and the
webpage says this is a devel snapshot. Is this going ot change everytime
the CVS changes? If so, I don't think it's worth having as a port.
