If we want to update numpy to 1.17.2, we'll need a fork= of py-numpy, e.g. py-numpy116, for python 2.7 before the end of this year. The next step is to update python.mk which sets PYNUMPY to py-numpy (1.17.2) or py-numpy116 (1.16.5) conditionally.
