Synopsis: Keystrokes yield extended ASCII

State-Changed-From-To: open->feedback
State-Changed-By: cjc
State-Changed-When: Sat Jun 8 18:14:19 PDT 2002
State-Changed-Why:
There is really no way for any developers to tackle a problem like
this without more information on how to reproduce it. More information
needs to be provided by the submitter or someone else who has seen
something like this. If not, this PR should be closed up during the
next periodic "feedback" sweep of the database after a reasonable
timeout.
