These url are on the external interface of the server.
http://otrada.od.ua/blog/

http://otrada.od.ua/cacti/

After upgrade the system now gives the squid:
    (51) Network is unreachable

In logs:
sep  9 18:39:10 128 10.0.0.10 TCP_MISS/503 1317 GET http://otrada.od.ua/blog/ - DIRECT/otrada.od.ua text/html
sep  9 18:39:18 126 10.0.0.10 TCP_MISS/503 1329 GET http://otrada.od.ua/phpmyadmin/ - DIRECT/otrada.od.ua text/html
sep  9 18:39:39 117 10.0.0.10 TCP_MISS/503 1319 GET http://otrada.od.ua/cacti/ - DIRECT/otrada.od.ua text/html

Out all three url normally give details.
At queries from outside, all url are working properly.
