Kaffe is very nice from the cvs tree right now, but none of the ftp'able snapshots
are worth wrestling with.  The JIT is poor, as is the GC.

They don't.  The development target is always the current JDK, but
they never quite get there before a new JDK comes out.

I think you could probably talk one of the GPL JIT authors into an
LGPL or even BSD release.  I'd rather see an open-source solution
developed, instead of spending blood on dead-end code.
