Not according to bsd.lib.mk:

	.if ${MACHINE_ARCH} == "sparc64"
	PICFLAG=-fPIC
	.else
	PICFLAG=-fpic
	.endif

The issue is not 64-bit, but Sparc-specific. My main machine is amd64,
BTW.
