This is precisely what is done with VideoCD (i.e., VCD) format.

I'd recommend you check out what is done to produce a VCD before
doing too much else. If you get the format correct, your VideoCD
will automatically play in any computer or video equipment that is
capable of mounting a CD and reading the VideoCD format. VCDs aren't
nearly as popular in the US, but are much more common in Europe and
Asia.

Most better DVD creation software should also be capable of
creating VideoCDs, and burning them on most any standard CD-R.

The latest version of the "platinum" products from Roxio (Easy CD
Creator Platinum for PCs, and Toast Platinum for Macs) are both
capable of creating VideoCDs from suitable input files. See
<http://www.roxio.com/>; for more information.

Of course, this may not help you under FreeBSD, but at least it
tells you that this sort of thing is possible and you know what the
format needs to be, and now you just need to find the suitable
program. ;-)
