AFAIU snapshots are distributed from another servers.

Among with snapshots, I think it is reasonable placeholder for directories
which are traditionally placed on some mirrors.
If mirror is also cvsup mirror, /home/ncvs may be symlink to development/FreeBSD-CVS.
