I think this is a good solution because this is not a merging problem,
it is a mergemaster problem.

I object.  Less than half the people I encounter that use FreeBSD
outside the "close FreeBSD circle" use mergemaster.  The majority do (in
order of frequence, high to low) manual updates or don't update /etc
unless they have to or use etcmerge or write their own scripts.
