Quite correct. According to 164LX's technical reference manual, it's a
"SROM test port connector" (mentioned as J29 in p. 2-2, fig. 2-1). The
manual also mentions the pinout for this port (p. 2-13), and there's a
figure of the connections between this port and the rest of the SROM
logic (p. 4-18).
