There is a limit of 10 FTP connections and due to around 8 seeming to
have been "stuck" it wasn't allowing any more connections.

I killed off the 8 that seemed to be stuck so it's accepting the anonymous
connections again.

Not all of the sites can/do support cvsup/rsync so FTP access is
still enabled.  Control is handled by an access file so only official
mirror sites can connect.  Since access is controlled that way there
isn't really a need for anything more than the "anonymous" login for
the transfers.
