There is a limit of 10 FTP connections and due to around 8 seeming to have been "stuck" it wasn't allowing any more connections. I killed off the 8 that seemed to be stuck so it's accepting the anonymous connections again. Not all of the sites can/do support cvsup/rsync so FTP access is still enabled. Control is handled by an access file so only official mirror sites can connect.
