You have problem with your ppp.conf. The ppp.log shows that you have
an error

This shown the modem being connected to FBSD but no phone number is
being dialed.
Change you ppp.conf to look like this

Use this console command to start user ppp
"ppp -auto papchap"

check your ppp.log to see if things work. If not post your updated
ppp.conf and ppp.log just containing last test.
