Not for 2.1-R.  -current, yes; -stable, maybe.

Do you mean "Is there a DHCP server for FreeBSD?"

Yes, I believe there are two.  Check ports or ports-current.  One is 
'isn-dhcp' (?) and the other is 'wide-dhcp'.  

And there are the ubiquitous bootpd patches.
