Does anyone know, can I apply for my own IP address, even if my machine will
not be connected to the Internet, at all times?

I mean, reserve a stack of 5 or 6, and use them as I see fit, when I see fit?
My situation is semi-permanent, and I wouldn't want to have to give up the
address' when my machines were not connected to the Internet... (I guess
that would mean I would have to get my ISP to add the addresses on their
local network, or propagate the NS every time I wanted the network up...)
