This was something very close to what he posted when ache committed a
change that forced a check to see if daylight savings time cutover had
happened every 5 minutes.

I think it was this commit:

revision 1.7
date: 1994/11/01 16:22:22;  author: ache;  state: Exp;  lines: +128 -129
Remove options, run adjkerntz as daemon now

But I can't tell for sure.  The archives of committers doesn't go that
far back.  And he didn't send it to cvs-all@.
