I think you're confused. FreeBSD is a computer operating system
(software). FreeBSD doesn't manage a copyright service.

If you meant "Can I place my software under BSD license without charge",
the answer is yes.

If you meant "Can I use FreeBSD for free", the answer is probably yes.

If you meant "Can I sell products that I develop for the FreeBSD
operating system", the answer is yes.
