Have you tried making mount_cd9660 setuid root? If you do this, I'd also
chmod it to something like 4550, chgrp it to something like 'cdrom', and
add people who you trust to use the cdrom drive in group 'cdrom'. Might
work, or it might not. sudo (in the ports) could be another option.
