The boot loader runs, gives me the "booting default in..." > countdown, prints "|", and then stops. After thrashing the disks (with > *no* boot messages), I get a prompt from init. Thanks to everyone who pointed out /etc/device.hints. If you do installkernel without a device.hints, the make fails. My mistake was assuming I could create an empty one and have it work :-(.
