You can use a number of sftp clients (e.g. the ssh.com windows client) with the sftp-server in recent versions of OpenSSH (included by default in recent versions of FreeBSD). sftp is a secure ftp-like protocol which probably fits your bill nicely, and you don't need to purchase any certificates to use it (only the client software, if you can't find a decent free implementation).
