This broke any port that uses HAS_CONFIGURE (or USE_CONFIGURE, or
whatever), which adds into the environment INSTALL="/usr/bin/install -c -o
${BINOWN} -g ${BINGRP}" which are now undefined now that sys.mk no longer
includes bsd.own.mk
