You've got me entirely wrong.  My only argument was that rarpd is not
used very much these days, but since most of the bugs are normally
found by using some software, the likelihood that somebody
experiences, finds, and fixes bugs in something like rarpd is less
than e.g. for a bug in the VM system that corrupts all our files...
