Look at the ET/BWMGR product at http://www.etinc.com.  It's implemented 
in software and we've been using it on a FreeBSD box with good results.  

You can download it for free to try it out (I believe), but it will only
work for an hour at a time.  In order to use it in non-trial mode, you
have to buy a "key" from the vendor for $495.  One potential drawback I
can see is that the key you get to activate it is tied to the ethernet
address of a NIC in the box, and I believe it won't work if a NIC with
that ethernet address is not present.  So, if that NIC dies, or if you
want to upgrade it you'll probably have to contact the vendor to get a new
key.  I don't know if they'd charge for this or not.

We haven't used all the features, but I believe that it will allow you to 
limit bandwidth by interface, by IP address, by IP address range, by port 
number, or by a combination thereof.  It also allows you to do packet 
filtering.

My only word of caution: I get the impression this company is basically a
one-man shop.  I believe that this one man is very capable, but he also
seems to have a reputation for treating his customers like they're idiots
when they call for support.  You'll get the support -- you just have to be
willing to be subjected to his abuse.  (My own experience supports this.)
I believe he's got the same sort of attitude that appears on mailing lists
such as this from time to time: "I'm incredibly brilliant, and you're a
moron."
