For setting device permissions, you should use devfs.rules in this case, since USB devices can come and go at any time. devfs.conf is for devices present at boot time. See devfs.rules(5) and devfs.conf(5). The purpose of devd is more to perform other actions (e.g. run a script or program) if a certain event occurs. See e.g. devd.conf(5).
