Yes, that's better, and would be a good start, shall it ever see further
elaboration and/or other improvements.

If upstream and/or submitter fails to provide proper text, it becomes
committer's responsibility to write up and add one.  We as downstream
is where our users get software from, and we should exercise our best
effort to accurately inform them of essential aspects of things they
might (or might not) want to install.  Yes, sometimes it requires to
read the source code.

Glad to hear.  I didn't really doubt this, just pointed out what had
