Do we have ntp_acc(8), ntp_auth(8) etc. tools ? If we don't and
these manpages just describe some aspects linked with ntp configuration
files (like ntp.conf) then they _should_ be located in 5th man section.
Only sysadmin tools manpages should go into 8th section.

Maybe it's good idea to fix soelim(1) and send your patches to groff
maintainer since groff is again under active development.
