I would be very surprised if one of the ssh'es were not available outside the US restriction zones. This could apply to PGP too. We know where pgpi is located. Wget and sh would do the job with minimal additions to the necessary load tree (small is good). I know not everyone has access to the net, but such a solution could be added _now_ while an exportable way to include all needed files on the CD is found.
