Request feedback based on correspondence to date -- the delivery of ICMP
messages to multiple raw sockets is historical behavior from the original
BSD network stack, and not considered a bug.  However, clearly something
has changed in the software configuration leading to the reported
symptoms, and a FreeBSD kernel bug is not precluded as perhaps some other
portion of raw IP socket input processing has changed and/or been broken.

Please let us know what further investigation reveals about the source of
the problem.
