Did you do a "make buildworld" before your "make kernel"?

If you did, then do as the error messages says above:

cd /usr/src/usr.sbin/config
make obj
make
make install
cd /usr/src/
make buildkernel

If this fails, try re-cvsuping your sources and try a new buildworld,
buildkernel.
